What is the government clean heating grant?

The government clean heating grant and loan scheme provides financial support for homeowners in Scotland who want to install clean heating systems and energy efficiency measures. The grant offers support towards the cost of a heat pump or other clean heating, with additional funding for properties in rural or island areas. Loans are available to cover remaining costs. Loans available, subject to status.

Who is eligible?

The government clean heating grant and loan is available to homeowners in Scotland regardless of income — unlike Warmer Homes Scotland, which is means-tested. You must own and live in the property. Landlords are not eligible. The property must be suitable for the proposed measures. Eligibility is assessed when you apply.

How it differs from Warmer Homes Scotland

Warmer Homes Scotland is means-tested and provides fully-funded whole-home improvements for households on low incomes or benefits. The government clean heating grant and loan is for homeowners who can contribute towards costs — the grant reduces the upfront amount, and the optional loan spreads the remainder. Loans available, subject to status. You cannot usually receive funding from both schemes for the same measure.

How much support is available?

Savings

What could you save?

Switching from an expensive oil or LPG boiler to an air source heat pump can reduce running costs, particularly with 0% VAT on electricity used for heating. Savings vary widely depending on your property, insulation levels, current fuel and tariff. A free survey gives you specific figures for your circumstances.

The details

What you need to know

The specifics that matter when considering this option for your Scottish home.

Clean heating systems

The grant covers air source heat pumps, ground source heat pumps, water source heat pumps, and hybrid heat pump systems. Biomass boilers and solar thermal systems may also qualify in certain circumstances.

Energy efficiency measures

In addition to clean heating, the loan can fund insulation (loft, cavity, internal wall, external wall), draught-proofing, secondary glazing, and heating controls. These measures improve the efficiency of your home and can be combined with a heat pump installation.

Optional loans

Loans are available for clean heating and combined measures. The amount depends on the measures installed and your eligibility. Loans are repaid over a period agreed with the scheme administrator — contact them for current terms. Loans available, subject to status.

Rural and island uplift

Properties in designated rural or island areas may receive additional grant support. This recognises the higher costs and reduced fuel options in remote areas, where many properties are off the gas grid.

Scottish specifics

What's different in Scotland

DNO notification

For heat pump installations, the installer must notify or seek approval from the relevant DNO. In central and southern Scotland, that's SP Energy Networks. In the Highlands and Islands, it's SSEN. We handle all G98/G99 paperwork on your behalf.

0% VAT on heat pumps

Heat pump installations benefit from 0% VAT until 31 March 2027, reducing the overall cost. This applies to both the equipment and installation labour. The government clean heating grant is applied after the VAT reduction.

Building warrant

Some energy efficiency measures require a building warrant from your local authority in Scotland. We handle building warrant applications through the eBuildingStandards portal where required.
